Yes and no. California only allows a specific gas to be used for consumption on public roads.

Of California's refineries, very few actually made the blend that is required. Of the 50 in operation as of Jan 2025, only 13 made that gas. Of those 13, 4 are closing up shop.

Don't make or can't make?

Bottomine. California is a net gas exporter because they have excess capacity and it is more profitable in a lot of cases for them to sell outside of their market while allowing some producers to sell into their market.

California imports the majority of their crude oil, and wants to end oil and gas production by 2045.

They pay, and have paid much higher pump prices for years.

If you're asking if it costs more to sell a gallon of gasoline in California than elsewhere due to transportation costs of crude, the heavy tax and regulatory environment, then yes.

I thought that was obvious.

ETA: I think you're asking why they import so much, when they produce so much?

Can't make. The refineries do not have the right equipment to create these blends.

Not every refinery can refine every blend one desires.

No, pretty much saying there is no need to produce more in Cali. Their imports are a result of cheaper crude via imports than what they can produce domestically.

Cost to build needed equipment would outstrip any income generated by being able to produce CaRFG3, especially when California is the only place one can sell it since suppliers there are the only ones willing (well maybe not willing, but forced) to buy that expensive of a product.

Then when you add in evironmental costs to operate any O&G facility, regardless of where in the stream, I do not see why any are left.

That's pretty true for all of the US. US crudes mostly demand a premium over imports.

Because the refineries are still extremely profitable. There needs to be attrition due to falling demand and the refiners that have other places to invest their assets don't really need to play chicken with operating in the market.

Then what is your issue? high gas prices and you want to blame Trump? great, he and current global political have a big part in it, just like high gas prices under any previous president.

I did vote for this and am happy to pay these diesel prices versus the alternative vote that was available, which you likely voted for. High gas prices come and go. shite would have been a lot worse all around under a different administration.
