Well, she probably can collect social security benefits that she has paid in her whole life. In addition, she can get help through other social programs and charities if she needs it. She likely has lived a frugal life and plans to do so in retirement as well.
If she has worked her whole life, I have no problem with her retiring when the time comes.

If she lived off of the income as a gas station attendant, she is probably in the sweet spot of SS actually paying her a comparable income vs what she was making.
If she worked full time at the current minimum wage, she would make about 1257/month and be taking home about 1145 per month after federal tax deduction with no other deductions (does not include state taxes) from her paycheck. SS currently would pay her a minimum of 1,033.50 (assuming she has 30 years of paying into SS). That is probably little or no drop-off.
