When I give my beagle a bath, he goes crazy afterward, running all around the house, rolling all over the carpet for an hour... like he hates being wet..

When he goes outside in the rain and gets soaking wet and comes back in, he don't give shits...

Weird.

Mine did that after a bath. I think he felt good and clean and liked to go show off to everyone

I've had five beagles in my life, all of them did exactly like this. Apeshit after a bath, but didn't give a frick about being wet from rain. Maybe it's a beagle thing.

My lab will go after ducks all day in icy water. When I want him to go out and do his business in the rain, he goes to the back door, turns around and gives me a WTF? look.

Probably trying to get rid of the smell from the shampoo. That’s always been my thought.

Most dogs do this. They’re trying to get the scent of shampoo off and their natural scent back.

It is actually not at all about being wet, but all about his scent. Since dogs sense of smell is 40 times greater than humans, the tend to have strong cases of neophilia as it pertains to smell. Meaning they have an instinctive reaction to new and interesting odors that we may find repulsive. He is rolling around on the carpet to try and get some of his old scent back on him. A dogs odor is a big contributor to their self confidence, it is like a status symbol. Hunting breeds like Beagles in particular love having the smell of a kill on them and wear it like a badge of honor. I learned all this after walking my 1st Cane Corso and wondering why in the ever-loving hell did she like rubbing the side of her jowls on small nasty arse roadkill like frogs and lizards. She would do it to earthworms on the sidewalks after heavy rains too.

My dog goes to stand at the back door like she wants out. When you let her out, she stands at the door like she wants back in.
