I don’t think you can legally build your own explosive device with a Form 1 anymore. You used to be able to until a guy in the NFA Facebook group did a form 1 to build a suicide vest and I think the ATF changed the rules so that you can transfer an explosive DD on a form 4 but can’t build one yourself without having an explosives License.

If that is a ruling, I haven’t seen the opinion letter from NFA Branch. That would likely require a legislative change I would think. If that was a decision I think I would have seen it. I am a Type 07 FFL/SOT. Let me know if you find out, let me know.
