Sounds like the school is run by a petty principal. The only hope is to appeal to a board member or superintendent, who aren't likely to care.

So, the school feels she is qualified to graduate high school and will issue her a diploma but she missed too much school for a dance? School might have its priorities a little tweaked. If she attended enough school to graduate, she attended enough to go to a dance.

And, yes, proms are lifetime memories but that shouldn't have anything to do with the decision.
