You have 0 idea if he adhered to those guidelines, but cops in a rural town of only 10k people saw the evidence and felt like it did meet the threshold of animal cruelty. Then the prosecution and judge have looked at the evidence, and instead of releasing him on his own recognizance or no filing on his charges, he gets a $25,000 bond.

Prolly needs to be locked up for several reasons, but the eating of his birds is not one of them.

Hell, my grandma would grab them by the head, wring their necks, then step on their feet and pull their head off. No axe or machete needed.
