If the mold is trapped under there for that long did it not ever spread to the walls or baseboards?

not a problem....if he wants it, just write into the contract that it is all contingent upon passing inspection. as a part of the inspection process, you can get mold test kits that will take a sample of air and send it to a lab for analysis. if no mold spores are detected, he is good to go. if mold spores are detected, he can back out.
I would not buy a house in an area that flooded without testing the air for mold spores.

Mold only grows on organic materials.

I've re-built approx 30 flood houses, some tile we've pulled up there was no moisture underneath.
I pulled one up 2 days ago and it was still wet and smelled like a baboon's arse it had so much mold under it. the whole first floor is in tile and we're pulling up the whole floor.
depends on tile, how it was laid, what thinset was used...etc

It needs to be pulled up. My parents were told not to worry about it and it was soaked underneath. I can't even imagine the mold that would have grown.
