Flood level and pool building?

Pool building question here for any of you contractors out there.
What determines the level or height of a pool surface? Is it base flood elevation?

Are you under the impression that groundwater will have an effect on the water level in a pool?
Or are you asking if a pool has to built above the BFE?

A, but not by much. The house only had to have a few inches of dirt to bring it above BFE to get. LOMR. Just want to know if the pool would need to be level with the top of my slab or is it possible to take a regular step down off the patio to the pool decking.

Our pool has flooded a couple times in Venetian Isles. Once it was bad and clean out required a trash pump to get debris off the bottom. Another minimal flood just required a few days of running the pumps as normal. It helps to have the pumps above the waterline. Our pool and pumps are 4' above sea level and not covered by insurance.
Pools in a flood zone should be as high as you can make them without looking stupid.
