Not necessarily, rates can be determined by using wind zones like flood maps determine flood insurance rates.
So the rates will not be uniform in all areas, it is just a mandate to provide insurance across the state not just in certain areas that maybe more desirable to create a larger pool of business.
One other initiative, that I am thinking of is maybe trying to find an investment vehicle for self insurance, whole life policy, or HSA type of account where some or all of a premium build up a cash value that way the excessive cost to consumer stays with the policy holder and can be used for claims that do not touch a hurricane deductible.

wind maps are already used. the reality is insurance companies cannot charge a rate that would cover the loss from a cat in most of these coastal areas
