Fema: What is considered income

What is income. Sounds easy but it can get complicated if you are retired.
When dealing with FEMA is it as straight forward as using the amount from your income tax report!
Is SS considered income or is that exempt?
What about drawing out of a 401K? If your 401K earns 10000 dollars a year is that what your use are do you report 20000 dollars because that is what you pulled out?

The question asked by them is "What was your household income prior to the disaster?"
I got laid off in June, so I put only my wife's income, not what was on last year's tax return. I also didn't put two of my kids' incomes as we don't ask them to pay anything. Hope I don't go to jail.

FEMA checks with the IRS, every time. Better have your taxes in order.
