This last sentence in paragraph baffles me:
Louisiana remains first in the nation for confirmed COVID-19 cases per capita, officials say. The state has an estimated 38,000 active cases, not counting the 25 to 40 percent of cases where the infected person has no symptoms and therefore hasn’t been tested, Edwards said.
So they are putting an arbitrary % to people with no symptoms and not tested?

Not unlike when he claimed that his data is sound. Even though every single day, the data is “updated” to remove duplicates. This is in the very first covid update tweet from LDH on a daily basis.

Yes. He also has let slip that being first in cases is GOOD because it puts us first in line for federal dollars to help “combat” covid here. The “worse” it is the more money he gets. Hence the campaign to test everyone whether they are showing symptoms are not. And going into the prisons with free tests. It’s double speak... “we need to test everyone whether they are sick or not to find all the cases and get more money... but also everyone we’ve tested is showing symptoms so y’all better be scared and do as I say. “

Well, if we are just testing pretty much the symptomatic, then adjust our percent positive down to 5 percent (what it should be) so we can move on.
They just play both sides of the coin. Then if everyone is testing, they say our case numbers are too high.
Can’t win until basically there are no cases.
