Correct. Any Incident/crime that is under investigation does not fall within FOIA.

Would this not lead to better policing and better policing policy? I would think so. I get the argument against it, I just happen not to agree with it for the above stated reasons.

In a perfect world...we all know in reality they'd shoot you and your dog and claim you tried grab their gun.
