Very common now. The person cashing the check will need ID of course and will be charged fees. Banks with a good relationship with their client will call that client to confirm the check was issued.
Since the advent of laser printers and the ability for people to print their own checks, there is a lot more fraud.

I recently had a Chase branch not recognize my US Passport as an alternative form of ID but then immediately recognize my AMEX card.

Dude Regions is the worst....on so many levels. If civil unrest happens and some branches get charred.....I won't shed a tear .
