Had this happen with the southern company (georgia power) back in the early 80's. Had a small rental house and the power bill ran about $15 a month for nearly 10 years. When we sold it and the new buyer applied for power they did a meter reading and it was not functioning properly.
About a month after our buying it I was trimming the hedges getting ready to put in on the market and the meter was humming and just barely spinning. I noticed it again about 3 months later and called GP. They said they'd look into it. For about 3 years I notified them, through writing and phone calls, that I did not think the meter was functioning properly and their reply was always that it was not possible. When we sold that property they found the meter wasn't working and did an "audit" which consisted of them pulling a number out of their arse to the tune of almost $6000 and sent us a letter saying we owed it. I gave them copies of the letters I had sent and never heard a word about it but mechanical meters can and do fail. They aren't as common as they once were but they are still in service in some areas.
