Electrical question - suppose some idiot plugged

A disconnected plug into a 220 outlet and it zapped. What would break? Breaker? Would the plug?

Was it a dryer plug you were swapping out and you were checking to see if it was the right kind, but you weren't thinking and plugged it in, and then it popped? Did it spark and leave a little scorch mark on the tile floor of the laundry room?

But what if I were? Nothing happened to tile. Just some scarring on end of wire and some soot.

The idiot I know must have gotten lucky. The breaker for the dryer threw, but no damage was done. The plug was fine.
