sounds like the washer outlet may be on same circuit as lights or is using the same breaker as lights.

I have a circular saw and a toaster oven at the house I'll try plugging those in when I get home.
You need to know if you have separate circuit or breakers for washer outlet and lights. See if there are different labels to identify different breakers for lights and washing machine. If the labels don't tell you anything, find breaker that works lights. You may have to turn off one at a time. Some breaker panels have everything well marked and some don't have any info. Turn breaker for lights off and see if Washer will work. There may be anywhere from 1 to 4 breakers for lights.
Does this make sense? It all comes down to process of elimination for electrical problems.

If the OP can't quickly determine that the washer and refrigerator is on a different circuit. All the message board electrical trouble shooting in world isn't gong to help him

Basically I was getting derived neutral from my ground rod; which is why those things are important, BTW. Called Entergy, they fixed it in a jiffy. Call the power company to check for a bad neutral connection from the pole or in the meter. No cost to you.

Also, what is the age of your wiring and your fuse /breakers? My money is on the washer amping up and drawing too much power though
