Driver hit pedestrian off St Charles Ave

Can anyone identify the driver who just hit a pedestrian in Uptown New Orleans?
It happened at the intersection of Prytania and Melpomene around 5:15pm.
The person who hit the pedestrian was driving a black Ford Ranger license plate Louisiana C78396.

I think that plate is missing a digit
ETA Plates starting in C are followed by 6 digits.

He’s banged up but ok. It was obvious the driver literally fricking hit him on purpose.
