What did they break? Prove they broke it. Why did they break it? It's your line, why was there no nail guard? If it was the top homeowner's line, is it also their responsibility to make sure the line wasn't there to begin with? Is it a tenant's responsibility to make sure they aren't going to hit a line? What does their lease say?
It's easy to have opinions about all of these things. The reality is that your opinion is worth nothing, even with a whole lot of righteous indignation.
You missed the point. Either they screwed into it and it's a minor repair not worth trying to collect on legally, or they didn't screw into it and aren't responsible anyway.
The headache isn't worth proving any of that stuff you wrote out, just pay for the cheap repair and move on with your life.

If the leak is small enough it could be soldered shut.
Instead of a 811 for call before you dig, there should be a 6969 you call before you screw, to avoid accidental penetrations like that.
