As to why it's prevalent, well there's 1000 ways to skin a cat and the Army/Marines doesn't like that. Eventually people realize how much retarded pointless and avoidable shite they are being made to do and find ways to stop doing them.

I grew up in a sea of USN Chiefs and Petty Officers, so the concept wasn't foreign to me, but the last guy you "want with a machine gun is the one having a vested interest in hurrying this shite up so he can take a nap," is hilarious.
