I have no doubt rockets will be the most common (only) method for the foreseeable future but the cost of propellant is still astronomical though even if the rockets can be reused. Given this I don't see how it will ever be a "low cost" method to space.

Arthur C Clark was the best. He also predicted communications satellites way before they were made.
