Some points to your question:
A) Perhaps it was accidentally released too early and the strain is not a completed bioweapon
B) Perhaps it has a Spanish Flu type progression where the initial wave is nothing and the 2nd wave is what is the killer
C) There are still tens of thousands in hospitals in China so mortality rate is just way too soon to measure
I am not advocating any of those theories, just playing devil's advocate to your point.

Why not? It doesn't have to turn people into zombies or make them vomit blood to death to reduce a forces ability to fight. In fact if you're conducting bio war maybe you release something like this first and reserve the Zombie virus for the bitter end.
