I am not a fan of overly large government... but fire protection seems to me to be something that every government should be responsible for. Charge a tax for it. No different than police.
If there was some sort of volunteer backup firemen group (kind of like reserve sheriff deputies) and they had a group and asked for annual support I would probably help them out.
But a volunteer fire dept being the first line of defense is not something that makes sense to me.

Desoto Parish has free ambulance service to every parish resident. They will bill insurance but they will never ask the person/victim/patient to pay.
