If your bill includes water and sewer, they often give you a deduction for the sewer portion if you show that the water went into the ground and not down the drain. In New Orleans, that gives you a 50% break.

It does include water and sewer. Electric, trash, water and sewer are all one bill.

In most houses, it's right below the first hose pipe spigot.
In my condo, it is behind a panel in the wall/utility chase where the pipe comes up from the slab. Hunt around.

Turn off water at meter that is spinning. Check to see if you have water in house. You will have your answer.

My mom's water bill is around $350/mo for a 4000sqft house because of a leak. The water company refuses to send someone out to find it, so she's got to hire a plumber to dig up the yard and fix it

I had a slab leak that I noticed when the water and gas bill got really high.
If I recall I was able to get a partial refund based on historical usage.

That's what I'm thinking. I found the leak after I got out there walking around and kicking snow out of the way. It was bubbling up like a volcano. Pipe had a slit in it I could feel when I stuck my hand down there. Got a buddy who's a plumber coming to fix it for $50-60 bucks. He will give me a receipt and with pics the utility better write that shite off. Our entire utility bill is around $150 or less each month for two people, no way am I paying $400-500 for water alone because of a leak outside because they barely buried it.
Luckily for landlady it wasn't under the asphalt. It's been down in the single digits before and never had a pipe burst and now its barely below freezing, like 30-31 degrees and the pipe busts. I guess because it was only buried about 5-6" deep. Smh

No, but there is usually a control valve there too.
If like you said you found the leak and its outside, the best thing you can do is turn it off at the street, which (normally) is done by your utility co, unless you feel brave and have the right tools to do it when no one is looking. Normally it'll be responsibility of the landlord to fix the pipe since its on his/her land, which could prolong you being without water, even though you are paying the water bill. You should notify the landlord if you haven't already.

Yeah I notified the landlord, turned the water off at the meter and called the water dept. They said they no longer had a forgiveness policy so things will get I teresting the next time the water bill is due because I will be damned if my water bill goes from $20-30 bucks to $400 or whatever and I pay it. I might pay them $10-$20 a month, but frick them, I will move.
Or the landlady can pay it. It would be cheaper for her to pay the water bill than it would be to have the condo empty for a month or two.

Verdict is in, pipe was cracked and leaked for 3-4 days and ran off an extra $350 worth of water, based on the water usage from the previous month. That along with the $50 a plumber "buddy" charged to fix it came to $400 which the landlord ate, with no problem whatsoever. Guess she figured it wasn't worth losing so much as one month's rent over $400.
