Do Shipping and Handling Price Factor into Sales Tax in LA?

Ordering something online and they have it factored in but I've never paid tax on shipping before? Is it an in-state vs out of state shipping aspect or is the company just ripping me off?
I'm ordering graduation supplies from Balfour.
Eta: Shipping and Handling costs are listed separate to the item cost.

In Texas, shipping and handling charges are taxable.
