I think you'd be surprised at the amount of extremely intelligent folks at a plant or offshore platform. first, there are plenty of high level degrees, secondly many of the non-degree personnel are technicians of some sort and educated. of course you'll have your lower level guys with only job experience, but there's more educated people in these places than you likely imagine.

No
Louisiana is just backwards in many respects. Plenty of people who think they’re in the "smart" slice of our populace are just as backwards as everyone else. Hell go look at the PT board
