I'll give the guy the benefit of the doubt and say he had a legitimate medical disability that requires him to park closer to things. However, having a VA disability rating (aka disabled veteran) can be very different than what I think handicap parking is intended for. You need a 50% VA disability rating to get a handicap license plate in LA. That 50% VA rating could come from tinnitus, carpel tunnel, and sleep apnea. Call me crazy but I don't think just because you can get a handicap tag as a disabled veteran you should.
