Difference in price when upgrading non-eligible/eligible phone with Verizon

I can't figure out what the actual cost is. It seems from their website information that the only difference in price is the upgrade fee which for an eligible upgrade phone is $20, and for a non-eligible phone is $40.
What's the point of marking any phones "upgrade eligible" ? I don't see what the motive is for getting a new phone at the upgrade time if you charge me the same as you would have at any point prior to the upgrade time.
This link below is one of the links, but says almost nothing about it, and actually seems to stand as more of a "think about what you want next, this that BUY BUY BUY BUY BUY BUY frickER".

Here's a a second link simply has the activation fee change of $20 for an eligible upgrade instead of $40 (WOO, WHAT A SAVINGS! $850 phone and this $20 savings is ASTRONOMICAL).

So, what's the benefit of upgrading your phone at the "upgrade eligible" time? I see literally no benefit. Is this upgrade eligible period just a bunch of words and opening new ways to nickel and dime unsuspecting folks?
Seems like I'm paying full retail no matter what.

I try to upgrade every 2 years, and this belief by cell phone service companies that people should upgrade every year is ridiculous. I prefer the way things used to be.
