The DC area is northern virginia and that has a lot of people. But yeah it goes back to planning and infrastructure. Instead of building bridges in the middle of nowhere, BR should've gotten a new bridge or an expanded bridge like the Huey. But its not just the bridge but the surface streets too. BR refuses even to synchronize lights.

They probably do use coordination but when volume exceeds capacity, coordination will only delay the onset of saturation.
