Interesting discussion. The Posse Comitatus Act limits the use of the Army and Air Force to enforce domestic policies. It doesn't apply the guard as those fall under state authority for enforcing law. Interestingly the Navy and Marine Corps are not covered under the law, but Naval regulations and policies are in line with it.

Another tidbit from the link is that Bush II singed into law in 2006 this little excerpt

The President may employ the armed forces... to... restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition... the President determines
