You are saying that they did not place the portable bollards on the sidewalk at the intersection of canal and bourbon?

I'm saying they placed temporary bollards about 20' down Bourbon street. Next to the white barricade he drove through.

I dont think shocked it the word, but there is minimal effort to keep cars off Bourbon right now. You could drive down the street with no problem
