My FIL does this.
He's been with a contracting company for so long, he has accumulated 3 weeks of paid vacation per year. Add that to the week they get off for Christmas,and he gets the whole month of December off.

My company calls it CTO which bothers the crap out of me. Choice Time Off is dumb. Our "CTO" also doesn't roll over into the new year which is also stupid. Thankfully, the managers usually let us go negative without penalty for vacations early in the year.

I am a RF Engineer for Nokia. My primary customer is TMO and we help design/support their existing and upcoming networks at the physical level (Radio Access Network). We have a different team for Core (IP Network).
