You say Uber isn't payinh him to call in a crime. I'm sure they aren't paying him to listen to the radio, take a call from his wife, or any of the other countless things he does while driving people from one place to another.

We are talking about the driver of the uber, the one where the OP quoted he was an off duty cop?

You missed my point. I'm saying that just because he is on a job doesn't mean he can't engage in anything else, like calling in a crime

Yep. I can promise you that Uber is not sending out paychecks to Uber drivers.
