They didnt in new Orleans pre Katrina in certain areas.

Following this line of thought, if only we made more things legal, the "problems" would all be solved. After we legalize marijuana, we will still have illegal crack, cocaine, herion...
Unless you are suggesting that only marijuana arrests go bad/violent and I will assume you are not. Arrests that go bad/violent has little to do with the crime. It has to do with the actions of the suspected criminal and the action of the cop.
Resisting will end badly. A cop kneeling on a neck for 10 minutes will end badly. The crime does not change that. Legalizing one object may reduce interactions but that is not the long term solution unless you plan on legalizing everything, the problem still exists.
