I'm guessing he had discretion all along when approaching a man for playing Wreckx-n-Effect on his stereo.

That guy is lucky that cop has no balls. I know a lot of cops would have knocked his dick in the dirt for talking back like that

Sure he has discretion in writing the citation but once he starts writing he has to follow SOP.

I've never seen people actually have to sign a parking ticket. Usually it would be difficult to determine (with a criminal legal standard) who is at fault. All an officer knows is that the car is illegally parked. It isn't as easily known who parked it.

For that reason, many jurisdictions attach the violation to the registration of the vehicle, as opposed to the operator of vehicle found speeding. In that way, it renders your question moot.

Parking ticket isn't a criminal offense so they can get away with leaving the ticket on the windshield rather than personal service that a criminal (traffic) matter requires.

Same with red-light cameras. Sixth Amendment doesn't apply.
