Avoid the mistake thousands made in Houston. Look at a map. Do not choose to live near bayous, streams, creeks and reservoirs unless you want those bodies of water flowing through your front door. All the insurance in the world can't make up for the misery of having a flooded house.
If you are going to live in a former sugar cane or rice field, suggest you google raised Louisiana cottage for what you should be building. On piers around 3 to 5 feet off of the ground. Why do you think houses were built this way 100 years ago?
