It looks like neither was actually the lowest bidder - RAMJ was #2 and Compliance was #4. So at least there was some process to eliminate unqualified bidders, although apparently not quite enough.

Not necessarily. There are usually project specifics in the contract. Even if they're the usual specs, they still have to be in there
