Company doing a salary competitive market analysis...

How come every time a company does an independent study like this it results in raises/promotion of upper management and nobody else?
Just went from a manager to a director with a 10% increase overnight. No new obligations or responsibilities. Glad to be on the right side of the system for a change!
All of my subordinates are on par with the 'market' already.
