Yeah, at least give the joint a once over if you are going to leave your kids there. Sheesh.
I remember when I was growing up, there were very few daycares and most were associated with other schools. The one we went to (not because my mom worked, but because she wanted us around other kids from time to time) was associated and operated at the local community college. My parents knew the people who ran it, and it was only 3 days a week.
It seems like today they will give any Tom or Hairy Dick a license to run a daycare!

I'm wondering if parents did but they were part of a scheduled meeting for the owner to cover up exactly what was going on. Our oldest was in daycare and I did an unannounced drop in after we had a scheduled meeting with the director and it gave us a more realistic view of what goes on day to day. While what we saw was still acceptable to us, it was obvious everyone was on their best behavior/somewhat staged for the first meeting.
That said, home day cares were not an option for our family. Most of the day cares in my area that are in the news for over crowding, neglect, unsafe conditions, and even death have been home based.

You show up to pick up your kids you ought not have to wait to get em back up from the basement. And if you do wouldn’t you check it out. I would. I would ask lots of shite
