My Daughter is going to be a freshman at Tulane and she has to take a test and be negative before she can move on campus

Absolutely stupid and a waste of resources.

So you take the test a week before you go. That only tells the story at that instant in time. You could become positive the very next day!

Are they going to require weekly tests throughout the year?
