They're reporting what the Iraqi PM said to parliament over the weekend - that Soleimani was in Iraq delivering a response from Iran regarding brokering a de-escalation with Iran, Iraq, and Saudi Arabia.

It's likely BS, but it'd be journalistic negligence to not report it.
