From the side of the head it’s not as hard. Especially if the head and shoulder are both against a firm surface and pressure is being applied to the neck.

The police have killed people here, but it’s likely due to them having a legitimate fear for their own life. These people had absolutely no care for her life.

Exactly, the government wants to grow and have more power. So they must first grow their ability to enforce their power. Bigger the government, bigger the police presence.
