Send them a bill for storing their vehicle since the purchase date. That may get their attention.

Is this a used vehicle?
I had that problem years ago. The car lot bought the car at auction, and sold it to me before they got their title from the auction. It's illegal, but many car lots take the gamble to turn their money faster. Sometimes, it bites them in the arse.
ETA: Make them write you another temp tag.

They’ve got your tag but will want a $350 “fee” to get it

Same happened to me, used car lot in GA, but they bought it from a title owner in Alabama, they kept re-issuing me fresh temp tags while they tried to fix the problem, but eventually my financier/ins co (usaa) had to step in and say bro, no title, no loan, no title, no insurance. So being the wonderful company they are, I explained the situation to them, and their lawyers went after the dealer. I'll be damned if that dealer didn't come up with that title in a week.

There is a complaint section on the Louisiana dealers licensing website. They can fool with his license status and bond if the dealer messes around.

I had this happen once and they wouldn’t return my calls. Started talking mad shite on their Facebook and got it resolved in about 3 minutes.

Offer them above MSRP for the tag. It's the OT thing to do.

If it’s used they may be held up by the lender that held the title for the previous customers auto loan.
If it’s new they would have the MSO in house, in which case it could be the state, you know Louisiana has a reputation for F’n stuff up.
