Car dealers taxing rebates

Local dealer says as of 2 years ago LA makes them charge tax on the sales price before rebates. Is this BS?

Nope, it's legit. The State is broke, so it claims, so taxing everything. It does have a diminishing rate, over time, but I doubt it will ever totally go away...

What now? I'm buying a vehicle in LA when it comes in from the manufacturer. Still don't have a final price though. They don't even have prices for some external options I've ordered.
