Can you pay taxes on a purchased out of state off road vehicle at the express omv?

Or do you have to go to the regular omv/dmv? The atv will be used on public land so it will need to be registered, before anyone recommends I try to avoid paying.

Yes you will pay the taxes along with the registration fees.
