If he has normal functioning and the only way to tell about the hardware is from imaging then there should be no problem.

There is a waiver for everything, it usually depends on who hard the recruiter wants to word and what type of support his doc will give.
As far as who can and cannot get into a military branch, don't listen to anyone but a current recruiter for that branch. It changes constantly.
