the world health organization has stated that dogs do not have to be quarantined. You can remove them from that. To be clear, WHO let the dogs out.

For dogs, no.

Canine respiratory coronavirus is a common virus in dogs that is not the same as the COVID-19 that is currently affecting humans and cannot develop into that strain. There are no known cases of COVID-19 transferring between humans and dogs.
