It didn't take CA this long to do this. Santa Monica was ready to introduce treated waste water into their municipal water system ~20 years ago. The treated water was purer than the water supplied by LADW&P or MWD (The major municipal water suppliers in the L.A. metro area), but even "enlightened" residents couldn't get over the fact that it was treated waste water. The program had been supported by the public until it actually became time to implement it. Then they pussied out.

For those of you who've ever actually been to Los Angeles, you may remember seeing small signs near the landscaping at freeway interchanges stating that the plants are irrigated with recycled water. They've been there since the late '90s or so.
