Cables/fiber along I-49

A few years back I was doing a lot of traveling between Alexandria and Shreveport and noticed a lot of work burying cable/fiber along the I-49 right of way. Today as I was going around the traffic circle, I noticed a group of this stuff coming up out of the ground. You can see this in places still along I-49, as if the work was never finished. This had to be a big investment that went bust. Does anyone know the story?
