The UK isn’t Europe, but yes, I have bought a home in The Peak District in England.They charge VAT on every purchase. It changes depending on your wealth, citizenship, and whether it is a primary residence. As a “wealthy” foreigner, I paid 15% VAT. So it is a terrible investment.
The weather there is sort of like Seattle but worse. An old associate, who relocated from England to the US, used to joke that summer is July 24th this year. It’s not far off from the truth. A typical summer will yield a week or two of what we would call a mild summer in the US south. The rest of the time you’ll be wearing a sweater (or jumper as they call it).
You’re going to get a lot of feedback on here about Muzzies, and it’s true that the cities are sometimes poisoned with them, but rural England/Ireland is not, and in Scotland they are very rare. The whole UK is much more white than America.

For as idyllic is it appears, it’s downright boring and too sleepy.
My wife and I did a week of self-guided bicycling around Tuscany about 15 years ago. It was beautiful, but I agree with you; I’d never want to live there unless I was looking for secluded village living, and you can get that in a ton of places in the US without having to deal with EU levels of socialism.
