It was a BS made up pre-textutal stop. They saw him coming from his house where he was having a party and followed him and made up a reason for a stop.
I understand the frustration. Whren v United States was one of the worst Supreme Court decision ever affirmed.
It basically removed freedom of movement in the United States rendering the 4th amendment useless.
Now police are free to profile and stop anyone they want.

Cop pulled him over for a not being able to see his tag in broad daylight. It was BS pre-textutal stop. Tag is clearly visible in the body cam footage.
Then of course a non visible tag turns into a search of the vehicle.
